Provided guidelines for the setting up of the multi-country institutions necessary to facilitate subregional projects. The project was to involve four countries and four Power systems. AEA’s experts assessed national power sector arrangements, defined a suitable overseeing entity, and outlined the roles, staffing, location, and institutional structure of the Project Implementation Unit (PIU).
