Institutional Analysis of the Implementation of Utility-Scale Solar Projects
As part of efforts to support Ghana in strengthening and implementing its Nationally Determined Contributions (NDCs), the World Bank engaged AEA to assess existing implementation structures for utility-scale solar projects and recommend optimal project finance and institutional arrangements to efficiently scale up solar deployment.
The assignment involved reviewing the project finance models of solar projects implemented by Electricity Company of Ghana, Volta River Authority, and Bui Power Authority; examining their generation and procurement plans for the next five years; assessing their organizational mandates and procurement policies for acquiring additional capacity; and conducting economic, financial, and impact analyses of new solar projects to support Ghana’s target of sourcing 10% of its electricity from renewable energy.
