Richard Hammond is a dynamic development leader and energy access specialist with over 15 years of proven impact mobilizing investment, driving policy reform, and advancing clean-energy access across Sub-Saharan Africa. Known for bridging private-sector innovation with development-sector objectives, Richard structures high-value partnerships, designs financing mechanisms, and delivers programs that unlock sustainable economic growth.

He most recently provided economic and market assessment support to Tetra Tech/GIZ’s DISEREE MESTA-LOPP program – analyzing PUE and energy efficiency appliance financing gaps and engaging financial institutions on investment readiness – and served as Short-Term Expert on the Global Energy Transformation Programme (GET.pro) mid-term evaluation, covering private sector engagement and investment mobilization across four West African countries. Before that, as Energy Access Lead – Regional West Africa for Terra Tech.

Previously supported the Deloitte-led West Africa Energy Program, advising on go-to-market strategy, business model development, ESG integration, and high-value partnerships across Ghana, Liberia, and Sierra Leone.

Richard also previously led the USAID Power Africa Off-Grid Program in Ghana and Liberia with RTI International, guiding companies on market entry, distribution strategy, digital finance, and access to capital.
