Emmanuel Sekor

Associate Partner

Emmanuel Sekor is a lawyer with over 39 years of experience, specializing in the energy sector across Ghana and the African continent. His expertise spans infrastructure regulation, power markets, and policy development.

He is a former member of the Board of the Public Utilities Regulatory Commission (PURC), Ghana. Prior to that he had served for 12 years as Director of the Bureau of Legal Services at that Commission, and a member of the Technical Committee of the Energy Commission, Ghana for many years. During these public service years, he played a pivotal role in restructuring Ghana’s power sector and establishing the Commission. Since joining AEA as a Partner in 2009, Emmanuel has led major assignments in utility regulation, renewable energy policy, and cross-border power projects.

Notable contributions include:

  • Analysis of Implementation of Utility-Scale Solar Projects in Ghana
  • Development of Action Plans for Enhancing Efficiency of WAPP Utilities
  • Developing a Mini-grids Framework for Ghana
  • Establishing the West Africa Power Pool Project Implementation Entity for the Ghana–Burkina Faso–Mali Interconnection Project
  • Reviewing Ghana’s Renewable Energy Bill.
  • Drafting the interconnection agreement for Cenpower’s 350MW Kpone Thermal Power Project Emmanuel’s core competencies include:
  • Resources and energy policy and legislation formulation
  • Drafting Security Package (Agreements) for Power Projects
  • Developing public utilities regulatory frameworks and regulation

 

He holds a Master of Laws in Natural Resources and Environmental Law and Policy from the University of Denver, and a Bachelor of Law and Barrister-at-Law from the University of Ghana and Ghana Law School respectively.
