Managing Partner Arthur Energy Africa and Board Chairman, Volta River Authority
Co-Founder and Executive Partner of Arthur Energy Advisors, Ing. Harriette Amissah-Arthur, has been adjudged the 2022 Female Energy Personality of the Year at the 6th edition of the prestigious Ghana Energy Awards in Accra.
Beginning his engineering journey in 1979 as a Mechanical Engineer on the Kpong Hydroelectric Project, Ing. Jabesh Amissah-Arthur served in critical roles including Mechanical Inspector, Maintenance Engineer at the historic Akosombo Hydroelectric Plant, and Mechanical Maintenance Engineer at the Kpong Hydroelectric Plant, before rising to Director of Management Information Systems, Ag. Chief Executive (2003), and subsequently Deputy Chief Executive for Engineering & Operations at the Volta River Authority, where he led strategy, policy, planning, and engineering oversight across generation, transmission, and distribution, introducing ICT systems discipline, asset modelling, and enterprise-wide strategy improvements.
In 2009, he assumed Chief Executive leadership of the Bui Power Authority, steering the landmark 400 MW hydropower infrastructure programme from dam construction to commissioning, institutional staffing, resettlement of over 1,200 persons, environmental mitigation, and wildlife rescue, ensuring the delivery of Ghana’s most consequential public sector power asset of the last generation.
Beyond national utility leadership, his regional influence includes Board membership and Chairmanship at the West African Gas Pipeline Authority and power-group co-chair leadership for the bilateral Ghana-USA Partnership for Growth, where he supported gas-to-power coordination, tender approvals, grid-loss reduction strategies, and improving utility-customer relations across ECOWAS utilities.
As a principal consultant, he has delivered strategic frameworks, including complex tendering mandates for PPA, JV, GSA, PSA, and EPC negotiations; authored foundational market and operational instruments such as the National Electricity Grid Code for Ghana; undertaken renewable integration analysis under the West African Solar Corridor agenda; and driven utility performance reforms for USAID’s distribution loss reduction schemes.
His contributions have earned national and regional honours, including Energy Consultancy Company of the Year (2018) and Consultancy Service Organisation of the Year (2021) at the Ghana Energy Awards, and Outstanding Energy Consultancy of the Year (2019) at the West Africa Business Excellence Awards.
A graduate of the Kwame Nkrumah University of Science and Technology with a BSc in Mechanical Engineering, and holder of a Master’s in Public Administration from the Harvard Kennedy School, he is a Fellow of the Ghana Institution of Engineers and a distinguished executive recognised for national power-sector negotiations, legal complexity, tender adjudications, and guided contract structuring for national power companies.
Through governance integrity, data-driven planning, design of commercial and regulatory strategy, empathetic stakeholder engagement, and negotiation that supports public and multinational investor confidence, Ing. Jabesh Amissah-Arthur exemplifies the resilience, credibility, innovation, and generational transformation that define the highest excellence of the energy sector.

Jabesh Amissah-Arthur the Lifetime Achievement Award for a career that has helped shape Ghana’s and West Africa’s energy sector through operational excellence, negotiation leadership, systems innovation, and regional market transformation spanning over four decades.
